This can be accomplished by checking with the Better Business Bureau to make sure that there have been no registered complaints against the individual or their business.
Also, it would be most prudent for the potential customer to check with clients who have received a tattoo at this place of business.
One of the key elements of checking a tattoo that has been created on an individual is to make sure that the tattoo is not bumpy in nature.This bumpiness would indicate that the tattooist did not inject the needle and dye at the appropriate depth into the skin.

Other things to consider and think about is if you want a permanent or temporary tattoo.  
Obviously a permanent tattoo is one that cannot be removed easily.  Usually, it takes a laser procedure to accomplish the removal of a permanent tattoo.  Plus, this particular procedure of creating a permanent tattoo involves the use of a tattoo gun with an attached needle that actually injects the dye beneath the skin level.
The other type of tattoo that can be utilized is a temporary tattoo that uses a dye from the henna plant.This plant is indigenous to the Middle East.
